Gulangyu is a subdistrict (街道), formerly a district (区), under the Xiamen Municipality, one of four such not located on Xiamen Island. Thus the small island for which the district was named had its own Gong An department (roughly analogous to a Sheriff's Office) and Lower-level People's Lawcourt, as well as its own government.
In May 2003 Gulangyu District, along with Kaiyuan, was absorbed into Siming District, and has thenceforth been administered, policed, and adjudicated from Xiamen Island, just across the Lujiang River. Gulangyu then was downgraded to a subdistrict.
