The cosmic gravitational wave background is a relic of the Cosmic inflation, which can be measured directly, or indirectly by examining the polarization of the Cosmic microwave background radiation. It is the result of three things: inflationary expansion of space itself, reheating after inflation and turbulent fluid mixing of matter and radiation. [1]
