The cooperation procedure is one of the legislative procedures of the European Community, the first of the three pillars of the European Union. The procedure was introduced by the Single European Act and was laid down in Article 252 of the EC Treaty.

Before the entry into force of the Treaty of Amsterdam, there were a number of different legislative procedures in use. The cooperation procedure gave the European Parliament greater influence in the legislative process by allowing it a second reading of European Commission proposals.

Since the entry into force of the Treaty of Amsterdam, the cooperation procedure has only applied to certain aspects of economic and monetary union (EMU). The majority of areas which were previously subject to this procedure were transferred to the codecision procedure, which is laid down in Article 251 of the EC Treaty.
